The European Banking Authority (EBA) published a Consultation Paper on draft Regulatory Technical Standards (RTS) on strong customer authentication and common and secure communication under the revised Payment Services Directive (PSD2).
The PSD2 entered into force on 13 January 2016 and will apply from January 2018 after a two-year period of transposition among Member States. The PSD2 mandates the EBA to deliver six RTS, including one on strong customer authentication and secure communication. It aims to achieve the objective of the PSD2 of enhancing consumer protection, promoting innovation and improving the security of payment services across the EU.
The EBA launched in December 2015 a discussion paper on the future draft RTS to obtain early input into the development process, which received 118 responses. In order to receive comments on the resulting draft RTS, the EBA submitted today its Consultation paper.
