Universally accepted EU Digital ID (EUid)

The European Commission launched on 23/07 a public consultation on a proposal for a Universally accepted EU Digital ID in the framework of eIDAS.

An EU Digital ID Scheme will improve the eIDAS framework and extend its application to the private sector. Users will have the choice of a universally accepted EU Digital ID (EUid), which will allow for safer use of services online and enhance citizens’ control over their personal data and privacy while respecting user anonymity.

Assessed options

1. Complement to the eIDAS framework

Additional measures could be adopted to accelerate the supply of eID schemes, extend their recognition across the public and private sectors.

Assitionnal obligations could be introduced for the Member States to implement national eID schemes or ensure citizen access by a cut-off date.

Requirements in implementing acts, standardisation and certifications following the Cybersecurity act would be introduced.

2. Extend the scope of eID regulation under eIDAS to the private sector

This option would notably introduce new trust services for identification, authentication and for the provision of attributes, credentials and attestations and allowing the provision of identification for devices.

Requirements alongside the GDPR for digital identity providers would be adopted.

3. Towards a European Digital Identity Scheme (EUid) complementary with eIDAS

The use of EUid would be voluntary. The introduction of requirements for online service providers to accept and recognise EUid will be considered, as well as requirements for Member States to ensure general availability and access to eID and to make notification of national eID schemes under eIDAS mandatory.

Eurosmart's positions on eIDAS

Eurosmart will prepare a position on EUid. A preliminary position on eIDAS has been published and already discussed with DG CNECT.
