Update on the European Cybersecurity Competence Centre

During a parliamentary session, on 12 November, MEP Rasmus Andresen (Greens, Germany) reported back on the European Cybersecurity Competence Centre. Rasmus Andresen is rapporteur for this legislative file, which is currently being negotiated between the Council and the European Parliament.

Negotiations are not over but some progress was made during the last trilogue on 29 October. There were improvements regarding:

-technical assistance provided by the future Centre;

-the inclusion of civil society in the work of the Centre (the rapporteur strongly supports such inclusion and the German presidency moved in his direction).

Some contentious points remain especially on:

-voting rights. The European Parliament supports a strong power for the European Commission;

-financial contributions from the Member States. The European Parliament supports a financial contribution from the Member States. Member States want to contribute on a voluntary basis.

Rasmus Andresen explained that he wants to ensure that the Centre is not just an entity that distributes money but also conveys EU values.

 

Next step:

Beginning of December: next, perhaps final, round of negotiations (trilogue).
