Industrial policy
The Portuguese Presidency will work to diversify the European production and the EU’s global supply chains. The aim is to reduce external dependence on critical goods and technologies. The document mentions the mitigation of regional asymmetries, “including through the implementation of important projects of common European interest, […] the reinforcement of the position of European producers and a fair distribution of results”.
The Presidency will work on the concept of “industrial ecosystems” and stimulate the creation of European clusters, exploiting synergies between sectors, value chains and Member States.
The Presidency will host, in partnership with the European Commission, the Industry Days in February.
Digital identity
The Portuguese Presidency will “promote better access to and sharing of quality data and information in order to make citizens’ lives easier, in particular through the creation of a European digital identity.”
Artificial Intelligence
The Programme mentions the follow-up to the White Paper on AI.
Cybersecurity
The Portuguese Presidency will follow up on the new EU Cybersecurity Strategy (see previous briefing here). More precisely, it will focus on the new NIS Directive, the establishment of the new Joint Cyber Unit, the revision of the Critical Infrastructures Directive and 5G.
The Portuguese Presidency will prioritise the proposal for a regulation on digital operational resilience in the financial sector, as well as the proposals on crypto-assets.
R&I
The launch of the Horizon Europe programme is scheduled for February in Lisbon. The Portuguese Presidency also plans on renewing the European Research Area (ERA). It will encourage joint initiatives under the new ERA, notably in artificial intelligence.
Circular Economy
The Portuguese Presidency will “encourage the reflection at EU level on secondary raw material markets, waste management for existing goods and equipment, intelligent production and use, prevention in terms of minimal use of raw materials, reusability, repairability and remanufacturing”.
The legislative framework on batteries will be reviewed to improve the sustainability of the battery value chain and the EU’s strategic autonomy.
