Digital Green Certificate: EU Member States agreed on the technical specifications

National representatives in the eHealth Network agreed on guidelines describing the main technical specifications for the Digital Green Certificate. This initiative was proposed by the European Commission one month ago. It aims to facilitate cross-border travels (see previous briefing here). Digital Green Certificates encompass vaccination certificates, test result certificates and proof of recovery. The objective is to implement this tool by June, before the summer season starts.

Digital Green Certificates will be read and verified via a QR code, whether digital or on paper. An EU gateway will be set up by the Commission. The gateway will allow the sharing of electronic signature keys so that the authenticity of Certificates can be verified across the EU. It is not necessary to exchange personal data of Certificate holders.

The technical specifications also contain reference implementations for software issuing Certificates, for a reference app to verify Certificates and for a wallet app for citizens. Reference implementations will be open source and available by mid-May.

Next steps:

The implementation will be done at national level. Member States need to set up their national infrastructures.

The Council and the European Parliament will soon start negotiations on the legislative proposal.
