Digital priorities for the future Commission 

An internal draft document setting out the priorities for the next European Commission has just leaked. This document establishes policy orientations for each Directorate General (DG), here is a focus on DG CNECT which oversees the Digital Single Market

Artificial Intelligence (AI) regulatory framework

In creating a robust regulatory framework, the EU expects to ensure that fundamenral rights are respected when placing electronic goods on the European market. This regulatory framework will be based on the recommendations entitled “Ethics Guidelines for trustworthy AI” prepared by the High Level Expert Group on Artificial Intelligence.

The European Commission foresees a regulatory instrument inspired by the GDPR rules, it may also provide an adequate framework for specific technologies such as face recognition or other services which bring specific risks.

In addition to horizontal rules, the instrument would allow for sector-specific and application-specific intervention, voluntary measures: eg. Certification or code of conducts.

Questions of liability, robustness and safety, where not covered by existing regulation would also be assessed by an upcoming impact assessment.

 

Digital Leadership Package

The European Commission wants to tackle the risk of disruption or dependency when it comes to digital key enabling technologies. The legislator would mainly focus on next generation processor and components (targeting notably low power consumption), high-end quantum computing, 5G coverage and future smart connectivity and set-up common data space for the development of AI.

A package of focused, high impact projects is being prepared and will be proposed in first semester 2020 as a key step to reinforce EU’s industrial competitiveness and technology leadership in the digital supply chain.

The Digital Leadership package will:

-  Identify and fix common investments priorities in areas of strategiv importance: HPC, quantum, micro-electronics.

-  Propose an instrument to pool ressources

-  A set of implementing measures: revision of EuroHPC Regulation (current Joint-undertaking), Regulation to establish ECSEL 2, (joint undertaking on Electronic Components and Systems for European Leadership)  - two public consultations have been initiated.

 

High-priority areas for significant coordinated technology investments.

The European Union expects significant coordinated investments by the EU, Member States and the industry targeting:

- World-leading computing and data processing capacities: covering the entire computing continuum from HPC to cloud services and infrastructure.

- European Low power microprocessor initiative, targeting the secure supply chain for the development of Nex-Generation-Internet services. A new partnership will be established for 5G and later 6G as well as cloud and Internet of things.

- EU wide common Data space and world reference testing and experimentation facilities for AI application.

- European Cybersecurity Shield based on Quantum communication infrastructure (EuroQCI) 

- The European Blockchain Services Infrastructures to procure infrastructure to support the deployment of new cross-border digital public services

 

Digital Services Act

The European Commission will propose the revisions of the rules regulating “Online plateform”. A comprehensive regulation will be issued by the 2nd half of 2020 targeting social media, search engines, video gaming platforms and market places. This revision would provide clear, updated and binding rules to tackle problems such as illegal content or opaque political advertising.

 

Digital for Planet

The European Commission expects to reduce the carbon footprint of the digital transformation. Action plan should be adopted by 2020 towards Green ICT sector including legislative actions such as reviewing eco-design and eco-labelling process to electronic devices not yet covered.

Incentives for Artificial Intelligence and High-Performance Computing will be developed in collaboration with DG Environment to support the creation of “a Common and Open European Data space for the environment and climate action”.

 

DG Move: A European Mobility Card (EMI)

The European Commission will propose in a single place the functions of identity, ticket and wallet that could take the form of a physical document (card + chip). It would be a digital / personal tool that will enable Europeans benefit mobility services anywhere n Europe.
