EU Strategic Compass for Security and Defence

On 21 March, EU Member States approved the Strategic Compass for Defence and Security. Among other military measures, the Compass addresses the cyber-resilience of the EU.

The following points are worth noting:

  • the EU will further develop the EU Cyber Defence Policy to be better prepared for and respond to cyberattacks
  • the EU will develop Hybrid Toolbox and Response Teams bringing together different instruments to detect and respond to a broad range of hybrid threats
  • the EU will invest in technological innovation for defence and will reduce industrial dependencies.  The EU should overcome fragmentation and achieve full interoperability of forces.

The Compass states that the EU “will therefore develop and make intensive use of new technologies, notably quantum computing, AI and Big Data, to achieve comparative advantages, including in terms of cyber responsive operations and information superiority.” For this purpose, the EU will establish a Defence Innovation Hub within the European Defence Agency.
