EIDAS 2: ITRE Committee Report and Mandate to Enter into Trilogue

On February 9th February 2022, the European Parliament’s Committee on Industry, Research, and Energy (ITRE) adopted its Report on the European Digital Identity proposal, as well as its mandate to enter into interinstitutional negotiations (trilogues) with the Council.

The Committee Report was adopted with 55 votes in favour, 8 against, and 2 abstentions.

The mandate was approved with 57 votes in favour, 7 against, and 3 abstentions. 

To be effective, the mandate is expected to be announced at the plenary session scheduled during the week of 13-16 March 2023. Should no objections be raised within 24 hours after its announcement in plenary, the Report would be considered as adopted and would serve as the European Parliament’s negotiating position during trilogues with the Council

As highlighted in the European Parliament’s press release, the following key points are put forth in the Report: 

enabling EU citizens to identify and authenticate themselves online through the use of a European digital identity wallet (EDIW) without having to resort to commercial providers;

granting users full control of their data, allowing them decide what information to share and with whom;

strengthening privacy and cybersecurity of the EDIW;

introducing obligations to register all transactions in order to ensure that third parties are held accountable;

ensuring that the use of the EDIW will always remain voluntary; and

requiring each Member State to notify at least one Wallet under a national eID scheme in order to ensure their interoperability at the EU level.
