In addition to the Committee on the Internal Market and Consumer Protection (IMCO), the Committee on Civil Liberties, Justice, and Home Affairs (LIBE) has been designated as an Associated Committee on the CRA (Rule 57 of the EP rules of Procedure).
EP procedure
IMCO and LIBE Committees will be obliged to adhere to the principle of sincere cooperation and work alongside the lead Committee on Industry, Research, and Energy (ITRE) in drafting the European Parliament's position on the proposal within its respective areas of competence.
Possible domain of competencies
The LIBE Committee would have shared competencies on Article 41(5) regarding market surveillance authorities’ cooperation with authorities supervising EU data protection laws. The Associated LIBE Committee will nominate a Rapporteur and Shadow Rapporteurs in the coming weeks to prepare the draft Opinion in the coming months.
The lead ITRE Committee will have to accept, without a vote, the amendments proposed by the two Associated Committees within their respective draft Opinions on the topics which fall within their exclusive competencies. If the lead Committee fails to respect the exclusive competencies of the Associated Committees, those Committees may table amendments directly at the plenary stage.
